TESPAM olarak s\u00fcrekli dikkatini \u00e7ekmeye \u00e7al\u0131\u015ft\u0131\u011f\u0131m\u0131z konulardan birisi Kerk\u00fck\u2019\u00fcn gelece\u011fi. Bizim i\u00e7in birinci \u00f6ncelik b\u00f6lgedeki soyda\u015flar\u0131m\u0131z\u0131n can ve mal g\u00fcvenli\u011finin sa\u011flanmas\u0131 sonra da T\u00fcrkiye\u2019nin b\u00f6lgedeki siyasi, g\u00fcvenlik ve ekonomik \u00e7\u0131karlar\u0131n\u0131n korunmas\u0131<\/span>. Asl\u0131nda bu iki ba\u015fl\u0131k birbiriyle ayr\u0131lamayacak kadar i\u00e7 i\u00e7e \u00e7\u00fcnk\u00fc T\u00fcrkiye b\u00f6lgede g\u00fc\u00e7l\u00fc olduk\u00e7a soyda\u015flar\u0131m\u0131z o kadar kendilerini g\u00fcvende hissedecektir. Her zaman savundu\u011fumuz arg\u00fcman \u00fclkemizin askeri olarak bulunamayaca\u011f\u0131 yerlerde petrol\/gaz \u015firketleri ve di\u011fer ekonomik faaliyetleriyle yer alabilece\u011fi hatta bunun \u00e7ok daha uzun vadeli getirilerinin olaca\u011f\u0131.<\/p><\/blockquote>\n

 <\/p>\n

Son d\u00f6nemde herksin g\u00f6z\u00fc Kerk\u00fck\u2019\u00fcn ve Kerk\u00fck\u2019te yer alan petrol\u00fcn \u00fczerinde. \u00dclkemizin de bu b\u00f6lgede tarihten gelen siyasi ve demografik \u00e7\u0131karlar\u0131 var. Maalesef bug\u00fcne kadar sadece b\u00f6lgedeki petrol\u00fcn transit olarak \u00fclkemiz \u00fczerinden ta\u015f\u0131nmas\u0131yla ilgilendik ve petrol\u00fcn \u00fcretilmesindeki f\u0131rsatlar\u0131 es ge\u00e7tik. Bug\u00fcn bakt\u0131\u011f\u0131m\u0131zda b\u00f6lgedeki petrol ve gaz kaynaklar\u0131yla d\u00fcnya \u00fczerinde ilgilenmeyen b\u00fcy\u00fck \u00fclke yok gibi. Irak\u2019\u0131n Kerk\u00fck kaynakl\u0131 i\u00e7 \u00e7eki\u015fmelerinin yan\u0131nda Amerikan, Rus ve \u0130ngiliz \u015firketlerinin de b\u00f6lgedeki kaynaklarla ilgilendi\u011fini biliyoruz. Bu \u015firketlerin yan\u0131nda dikkat \u00e7eken bir ba\u015fka akt\u00f6r de son zamanlarda Kerk\u00fck\u2019e ilgisini art\u0131ran \u0130ran. Son birka\u00e7 senedir s\u00fcrekli \u00e7e\u015fitli vesilelerle Irakl\u0131 yetkililere Kerk\u00fck\u2019te \u00fcretilen petrol\u00fcn kendi \u00fclkelerindeki rafinerilere ta\u015f\u0131nmas\u0131 ve yeni bir boru hatt\u0131 in\u015fa edilerek petrol\u00fcn kendi boru hat sistemlerine aktar\u0131lmas\u0131n\u0131 ve buradan da uluslararas\u0131 piyasaya sat\u0131lmas\u0131n\u0131 teklif ediyorlar.<\/p>\n

 <\/p>\n

Asl\u0131nda \u0130ran\u2019\u0131n zengin hidrokarbon kaynaklar\u0131 var ancak A.B.D.\u2019nin uygulad\u0131\u011f\u0131 kat\u0131 ambargolar sebebiyle bu kaynaklar\u0131 istedi\u011fi miktarda \u00fcretemiyor. Bu sebeple Irak\u2019\u0131n kaynaklar\u0131n\u0131 kendisine hedef se\u00e7mi\u015f durumda. Elbette bunun i\u00e7in Irak \u00fczerindeki mezhepsel g\u00fcc\u00fcn\u00fc kullanmaktan geri durmuyor. D\u00fcn Irak petrol sat\u0131\u015f\u0131ndan sorumlu \u015firketi yetkilisi Alaa al-Mussawi yapt\u0131\u011f\u0131 a\u00e7\u0131klamada Kerk\u00fck\u2019ten \u00fcretilen petrol\u00fcn ilk etapta 15.000 varil\/g\u00fcn sonras\u0131nda da 25.000 varil\/g\u00fcnl\u00fck k\u0131sm\u0131n\u0131n tankerlerle \u0130ran\u2019daki Kirman\u015fah rafinerisine ta\u015f\u0131nmas\u0131n\u0131n planland\u0131\u011f\u0131n\u0131 belirtti. Bu a\u00e7\u0131klamada boru hatt\u0131 i\u00e7in herhangi bir detay verilmemi\u015f olmas\u0131 yak\u0131n gelecekte bu plan\u0131n uygulanmas\u0131n\u0131n d\u00fc\u015f\u00fcn\u00fclmedi\u011fi olarak yorumlanabilir. Kerk\u00fck\u2019teki sahalardan g\u00fcnl\u00fck yakla\u015f\u0131k 300.000 varil petrol \u00fcretildi\u011fi d\u00fc\u015f\u00fcn\u00fcl\u00fcrse bu rakamlar\u0131n ne kadarl\u0131k bir y\u00fczdeye denk geldi\u011fi g\u00f6r\u00fclecektir.<\/p>\n

 <\/p>\n

Kerk\u00fck \u2013 Kirman\u015fah aras\u0131 ku\u015f u\u00e7u\u015fu 300 km. \u0130ran\u2019\u0131n bat\u0131s\u0131ndaki da\u011fl\u0131k b\u00f6lge d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde ve Ba\u011fdat\u2019\u0131n boru hatt\u0131n\u0131 IKBY\u2019nin Irak anayasas\u0131nda belirlenen b\u00f6lgelerinin d\u0131\u015f\u0131ndan ge\u00e7irece\u011fi \u00f6ng\u00f6r\u00fcs\u00fcyle bahsi ge\u00e7en hatt\u0131n en az 400 \u2013 450 km uzunlu\u011funda olmas\u0131 gerekti\u011fi g\u00f6r\u00fcl\u00fcyor. B\u00f6yle bir boru hatt\u0131 milyar dolarlar seviyesinde yat\u0131r\u0131m gerektirmekte ve her zaman A.B.D.\u2019nin uygulad\u0131\u011f\u0131 ambargolarla kar\u015f\u0131 kar\u015f\u0131ya gelme riskiyle kar\u015f\u0131 kar\u015f\u0131yad\u0131r. Tam da bu sebeplerden dolay\u0131 Irak\u2019\u0131n b\u00f6yle b\u00fcy\u00fck bir yat\u0131r\u0131ma k\u0131sa vadede giri\u015fece\u011fini d\u00fc\u015f\u00fcnm\u00fcyoruz.<\/p>\n

\u00d6te yandan Irak Petrol Bakan\u0131 Luaibi ve Ba\u015fbakan\u0131 Abadi\u2019nin son d\u00f6nemde Kerk\u00fck \u2013 Ceyhan boru hatt\u0131n\u0131n tamir edilerek tekrar faaliyete ge\u00e7irilece\u011fine dair a\u00e7\u0131klamalar\u0131yla s\u0131k\u00e7a kar\u015f\u0131la\u015f\u0131yoruz. Bu da asl\u0131nda Irak\u2019\u0131n pragmatist d\u00fc\u015f\u00fcnceyle petrol\u00fcn\u00fc ihra\u00e7 edecek g\u00fczerg\u00e2h olarak tercihini T\u00fcrkiye\u2019den yana yapt\u0131\u011f\u0131n\u0131 g\u00f6steriyor. Bu tercih akla en yatk\u0131n se\u00e7enektir. Irak ve T\u00fcrkiye\u2019nin Ceyhan liman\u0131nda yer alan IKBY kontrol\u00fcndeki y\u00fckleme noktas\u0131n\u0131n Irak merkezi h\u00fck\u00fcmeti yetkililerine devri i\u00e7in g\u00f6r\u00fc\u015ft\u00fc\u011f\u00fc bilinmekte. Bu da Kerk\u00fck \u2013 Ceyhan hatt\u0131n\u0131n tekrar canlanmas\u0131 i\u00e7in \u00f6nemli bir etken.<\/p>\n

B\u00fct\u00fcn bunlar g\u00f6steriyor ki Kerk\u00fck petrol\u00fcn\u00fcn tamamen Iran\u2019a gitmesi se\u00e7ene\u011fi ger\u00e7ek\u00e7i de\u011fil tam tersi manip\u00fclatif. Bu tart\u0131\u015fmalardan s\u0131yr\u0131larak enerjimizi Ba\u011fdat\u2019la iyi ili\u015fkiler kurma ve ba\u015fta Kerk\u00fck olmak \u00fczere kaynaklar\u0131n \u00fcretimi noktas\u0131nda s\u00f6z sahibi olacak \u015firketlerin i\u00e7ine kendi \u015firketlerimizi sokma gayreti i\u00e7inde olmal\u0131y\u0131z.
