SYRIA (UPSTREAM) DEVELOPMENTS REPORT: REGIONAL RESERVE OUTLOOK, OPEN PRODUCTION LICENSES AND AN INVENTORY OF OPPORTUNITIES FOR TURKISH INVESTORS

This report has been prepared, within the scope of TESPAM’s work on Syria’s energy sector, in order to compile the key developments in the Upstream sector chronologically and regionally from the fall of the Assad regime (9 December 2024) to the present (July 2026); to identify production assets and license/block opportunities that are currently open, put out to tender, or not yet sanctioned in the country; and to assess these opportunities from the perspective of institutional and entrepreneurial-scale actors from Turkey seeking to invest.

The report serves eight core purposes: (i) chronologically summarizing the key developments in Syria’s Upstream sector since the fall of the Assad regime; (ii) assessing the country’s oil and gas potential on a governorate (region-by-region) basis; (iii) comparing the structure of the fiscal regime (PSC); (iv) compiling the current statements of the Syrian Ministry of Energy and SPC; (v) monitoring international investor activity; (vi) drawing up an inventory of open license and block opportunities; (vii) describing concrete opportunity areas for institutional investors and entrepreneurs from Turkey seeking to invest; and (viii) setting out the risks and constraints.
